Resolution: 

. Ensure Admin Costs are configured as follows in Network, Peer Enclave Routes in KG175D

• Two Quad Zero Routes:
  • MNOC EAST IPs: Admin Cost = 1
  • MNOC WEST IPs: Admin Cost = 5
    
• Two Static Routes:
  • xxx.xxx.xxx.250 MNOC EAST: Admin Cost = 1
  • xxx.xxx.xxx.249 MNOC WEST: Admin Cost = 5
